About this event: As educator teams navigate increased demands for supporting student behavior that challenges us, a key tool is understanding functional behavioral assessments (FBAs). This two-part series equips teams with tools to understand the function and root cause of behaviors that interfere with a student’s learning through a functional behavioral assessment. Part one will focus on using the WI DPI 2025 FBA resources to explore clearer consent rules, how to conduct an effective and comprehensive FBA, and exploring the technical behavior resources. In part two, teams will further delve into specific tools such as RIOT/ICEL and root cause analysis to enhance their ability to identify function and root cause of behavior to determine targeted evidence-based interventions and positive behavioral supports.
Learning Objectives:
1. Review the updated DPI guidance and technical assistance resources and consider their impact on local practices
2. Practice applying the components of an FBA as an alternative to exclusionary discipline and to improve outcomes of students with behavioral challenges
3. Practice using targeted FBA tools to enhance the data collection process and improve the depth of data analysis, enabling more informed and culturally responsive decision-making.

About the Presenters:
Katherine Smith is the statewide Functional Behavioral Assessment (FBA) trainer. Katherine is an experienced school psychologist who brings extensive expertise supporting students with diverse needs and is passionate about promoting evidence-based, positive behavioral interventions and supports in schools. In her new role as the FBA statewide trainer, Katherine will focus on equipping educators with the tools and resources needed to understand and respond effectively to behaviors that challenge us. Using the updated DPI guidance on conducting FBAs, to be released in fall 2025, Katherine will emphasize collective responsibility, data-driven decision-making, and fostering evidence-based practices.
Ted Noll is the CESA 2 RSN Director/Director of Special Education. Ted was the Director of Student Services and Special Education at Cedarburg School District for the past seven years. He has also worked at the Brown Deer School District, Fox Point - Bayside School District and the Racine Unified School District. Ted is licensed as a Director of Student Services, Superintendent, Principal, Director of Curriculum & Instruction, and School Psychologist. Ted integrated EMLSS for academics and behavior district-wide, led the Professional Learning Community framework with integrated co-plan / co-serve components, led the district-wide violent intruder district response system, and led initiatives around mental wellness and social-emotional learning support.
